What we do:
The Education Department provides relevant regulatory information to nursing programs, nursing students as well as the public.
The Board of Nursing regulates the following types of education programs:

Just a few other things we do:
- Review program applications and program changes
- Complete education program site visits
- Conduct investigations of programs based on complaints (Self-reports, Complainants, Board Initiated)
- Monitor nursing education program trends including NCLEX reports and On-Time Graduation reports
- Maintain and update the AZBN Nurse Practice Act Test (last update 2018)
- Facilitate rule review with Education Committee and make recommendations to the Board
- Facilitate and support evidence based regulation and research
- Facilitate bi-monthly Education Committee meetings
- Facilitate communication / collaboration amongst Arizona education programs
- Annual Deans and Directors Meeting
- Monthly conference calls with nursing programs and nursing assistant programs
- Annual Nursing Assistant Educators Conference

Kathy Malloch, PhD, MBA, RN, FAAN
Associate Director of Education and Evidence Based Regulation
Dr. Malloch has over 40 years of nursing expertise. She served as the President/Vice President/Member of the Board of Nursing from 1998-2012. Kathy is on the editorial board and is a manuscript reviewer for over five journals. She has written over 110 articles and published 12 nursing leadership and innovation books. In her spare time she enjoys traveling.
Cindy George, RN, BSN
Education Program Administrator for Nursing Assistant and Medication Assistant Programs as well as LPN and Refresher Course Programs
Cindy has been a Registered Nurse for over 30 years. She spent 27 years in NICU and she was a Nursing Assistant Instructor for over 3 years. She has been with the Board of Nursing since May 2016. She is a proud Mother and Grandmother.
David P. Hrabe, PhD, RN, NC-BC
Education Program Administrator
Dave joined Arizona Board of Nursing in September 2017. He has over four decades’ experience as a nurse, consultant, and educator. As a long-time nursing educator in Arizona and Ohio, he is passionate about developing the next generation of nurses and understanding the education needs of Arizona.
Kathy Scott PhD, MPA, BSN, RN
Education Program Administrator
Dr. Kathy Scott is a seasoned healthcare executive and consultant with recognized expertise in transforming organizations to achieve high reliability structures and processes. She is also a noted speaker and author on contemporary leadership, clinical transformation and patient safety. Kathy has served in the capacity of CNO, COO, Chief Innovation Officer and Chief Integration Officer for several health systems as well as CMS Innovation Advisor and past Associate for ASU’s MHI program and currently Adjunct Faculty for the College of Health Solutions.
Dr. Scott is actively involved in multiple boards and in the regulation of nursing practice, to include past experience as Arizona State Board of Nursing President and board member, Nurse Practice Act Committee Member, President of the healthcare institute board for workforce development in the state of Arizona and Board member for Arizona organization of nurse leaders and Consultant to the National Council of State Boards of Nursing (NCIS) committee on practice breakdown research.
Nick DeFalco, RN, MSN
Nick DeFalco, RN, MSN, earned his Master of Science in Nursing (MSN) degree from the University of Phoenix in 2005 and obtained his Bachelor of Science in Nursing (BSN) from Grand Canyon University in 2001. His clinical work history is in the areas of telemetry and cardiac critical care.
Nick was a 1998, A.A.S. in nursing science graduate of Scottsdale Community College’s (SCC) nursing program, became an nursing adjunct clinical instructor in 2002, and then returned to SCC as a residential nursing faculty member in 2005. He was elected Division Chairperson/Director of Nursing in January 2009 and served in that capacity until August 2019. While at SCC, his professional activities include serving as a member and president of the SCC Faculty Senate. Nick also served as a member of the Maricopa Nursing Leadership Council and the Curriculum Committee. In August 2019, Nick moved to Paradise Valley Community College where he served as the Nursing Program Director until his retirement in August 2021. From 2011-2021 he was a contributing member of the Arizona State Board of Nursing Education committee. In January 2022 Nick came out of retirement and started working part-time as an Education Program Administrator for the Arizona State Board of Nursing
Nick also served in the United States Air force from April 1980-September 2000.
Administrative Assistant III
Charles Joined the Arizona Board of Nursing (AZBN) in March of 2022. Since 2008, Charles has worked for several Arizona state agencies as such he considers himself a career public servant.
As an administrative assistant, Charles is committed to providing exemplary customer service for the Education and Evidence Based Regulation Department and AZBN as a whole.
Charles earned his Bachelor of Science degree from Northwestern University.
Administrative Assistant III
Yolanda joined the Arizona Board of Nursing (AZBN) in March of 2022. Her Arizona public servant career began at the Department of Economic Security in 2020.
As an administrative assistant, Yolanda is excited to work closely with the Board and Committees and to help continue the mission of the Board, “to promote & protect the welfare of the public”.
